01The cost stack at a glance
Think of the total in three layers. Layer one is tax — for a 2026 new build that means VAT and almost nothing else, since stamp duty was abolished for contracts signed from 1 Jan 2026 and transfer fees do not apply where VAT is charged. Layer two is transaction costs: legal fees, registry fees, banking and — for remote buyers — notarisation. Layer three is making the unit livable and keeping it: utilities, furniture, insurance, common expenses. Buyers who budget only layer one discover layer three at the worst moment, usually the month the keys arrive.
02Tax: one dominant line
VAT is the number that moves the total. The default on a new build is 19% on top of the contract price, paid with each stage payment; a qualifying primary residence pays 5% on the first 130 m² within the value and size caps, with a graduated band between the limits. 03Transaction costs: small lines that add up
Legal fees are commonly quoted around 1% of the purchase price, often with fixed minimums for smaller deals — confirm what the scope includes: searches, contract review, lodgement, and a power of attorney if you sign remotely. Registry costs are modest: contract lodgement and, years later, title-deed registration. Add bank charges — SWIFT fees and the FX spread, which on a six-figure transfer quietly outweighs every flat fee in this block — plus apostilles and certified translations for the paperwork trail. None of these lines hurt alone; together they are commonly 1.5-2% of the price.
04One townhouse, the whole stack
Take the 160 m² Limassol townhouse at €420,000 from our VAT guide, bought as a main home: VAT €30,800 under the graduated 5% regime, legal fees around €4,200, registry and banking costs under €1,000, stamp duty €0 — roughly €456,000 before furniture. The same unit at the full 19% rate carries €79,800 of VAT and lands near €505,000.
Budget the list price plus roughly 10% at the reduced VAT rate — and plus roughly 21% at the full rate — before a single piece of furniture arrives.
That spread is why VAT eligibility is the first budgeting question, not the last.
05The move-in layer
Handover starts its own spending cycle. Utility connections and deposits for electricity and water run a few hundred euros; contents and structure insurance begins at once; and a defects-liability period does not furnish the apartment for you. Furniture is the wildcard — packages for a two-bedroom unit range from modest to five figures depending on ambition, which is why we cover them separately. The recurring surprise is common expenses: they start at handover whether you have moved in or not, and serviced towers with pools, gyms and concierge sit at a very different monthly level than a low-rise walk-up.
06The ownership and exit layer
Owning costs a predictable annual bundle: common expenses, local-authority charges, insurance, and utilities whether occupied or not. Letting the unit adds management fees and platform commissions, and remember the 5% VAT regime and rental income are incompatible during the 10-year commitment. On exit, budget capital gains tax on the uplift — with lifetime exemptions your tax adviser should model — plus agent fees on a resale, or the developer's consent fee if you assign the contract before completion.
