Planning Permission in Cyprus: What Off-Plan Buyers Must Verify
Every legitimate development starts with a town planning permit — the approval that says this land, this density, this use. Buying off-plan before verifying it means buying a promise the developer may not be allowed to keep.

01What the planning permit decides
Issued under the Town and Country Planning Law by the planning authority, the permit fixes what may be built: land use, building coefficient (how many m² of building per m² of plot), coverage ratio, number of floors and height. Limassol's zoning map is why a tower is possible on one street and four floors is the ceiling two blocks inland —
the permit, not the brochure, defines what will actually stand on the plot.
02How buyers verify it
Ask for the planning permit number and decision letter and have your lawyer confirm it against the authority's records: correct plot references, permit validity period, and that the approved drawings match what is being marketed — unit count, floors, footprint. Deviations between marketing renders and approved plans are the classic red flag; conditions attached to the permit (road works, contributions) matter too because they can delay everything downstream.
03Timing and revisions
Permits are valid for a defined period and can be renewed or amended; developers sometimes market during an amendment (adding a floor, changing the mix). That is not automatically bad, but your contract should then be conditional on the amendment being granted, with your money protected if it isn't. Never let staged payments outrun the permit status.
